Why Can I Not Remove Tax From A Line Item?

I had heard that if I am creating an invoice and an item on the invoice is charging tax I should be able to highlight the item and press CTRL-X to remove the taxation. But this is not working.

FEATURE NOTE: Toggle Taxes - CTRL-T
This feature is designed for the customer who may be purchasing a mix of items, those which are for personal use and should be taxed and those which are for business use and should not be taxed. The customer record should be set to State Sales Tax and not Tax Exempt.

SOME REASONS WHY Toggle Taxes - CTRL-T will not work.
1) The first place to look is File: System: System Setup: Tax Options. Make sure the "No Tax Tax Category" has selected a non-taxable tax category. Selecting one should solve the problem.

2) If a non-taxable tax category is not available, then go to Utilities: Tax Rates and properly define one. (Check the Help Files by pressing F1 while viewing the Tax Setup screen.)

3) If a customer record is set to Tax Exempt, then the toggle option is non-functional. If the customer should be paying tax in some instances, then change the customer record to State Sales Tax.

4) An inventory item assigned to a non-taxable category will not be able to toggle taxes no matter if the customer should be paying taxes or not. Go to the Inventory List, edit the item and just above the field for Primary SKU you will see Tax Category. If it is blank or if it says non-taxable, then it will not charge tax. Remedy: Assign the item to a category which has will charge tax or edit the existing category to charge tax. See Utilities: Categories. Press F1 for Help.
